The whiteheads are from dead skin cells, oils and bacteria in your skin pores. If you don't wash your penis after masturbation with soap and water or even an antibacterial soap or solution, than the smegma will grow and accumulate as well as whiteheads.

Masturbation does not cause pimples. There is a condition called primary penile papules which causes white pimple-like spots just behind the glans. It requires no treatment. If worried pl see a Urologist
