Little or no risk of infection. HIV has never been known to be transmitted by hand-genital contact, even when an infected person's genital fluids are used for lubrication. That doesn't prove it can't happen, but it does mean the chance of infection is exceedingly low. Testing isn't necessary after such an exposure.
