My inner left labia minora has been itching for years. i have sensitive skin and have had contact dermatitis on my hands before. i recently used a new soap, soon after i had these blisters in the same itchy spot. they now are ulcers. is it herpes or?

This sound much more like herpes than anything else. See a doctor to confirm; better safe than sorry. Do it within a day or two for accurate swab testing (i.e. an HSV PCR test). Good luck.
