I have noticed i have dark red, sometimes almost black spots under scars that seemed to have healed. they are not painful, but i was curious as to whether or not it was harmful or just part of the healing process?

Take pictures of them over time and show to dermatologist. You did not mention you skin color or history of keloids in family or you.
