You can use warm compresses and clean the area with warm water and antibacterial soap. An antibiotic cream locally would help . Sometimes the doctor might prescribe a short course of antibiotics. Some special shampoos like Nutrogena Anti residue shampoo remove the excess sebum clogging the follicles.

Sounds like you might have dandruff or what is called seborrheic dermatitis. See dermatologist for confirmation and treatment. Suggest a salicylic acid shampoo like T/Sal applied daily to shampoo scalp before your visit
