Hypothyroid: An elevated TSH is usually associated with low thyroid levels. Symptoms related to a low thyroid correlate more with the thyroid level rather than the TSH level. You need to get a free T4 level. If you have symptoms of a low thyroid, and the TSH remains elevated, you will need to start thyroid hormone replacement.
