Norfloxacin and other drugs in its class (fluroquinolones) are effective against most but not all bacteria that cause UTI. Your significant improvement suggests it was effective, despite your continued mild symptoms. However, the safest thing is to discuss with your doctor and perhaps have a follow-up urinalysis and culture. In the meantime, drinking lots of fluids should help prevent the burning.
