Symptoms of HIV itself -- i.e. acute retroviral syndrome (ARS) -- always start within 2-3 weeks of exposure, never at 3 months. However, in rare cases of new HIV infection, immune deficiency can progress within 3 months to result in opportunistic infections that go along with AIDS. But if you have a negative HIV test more than 6 weeks after exposure, for sure you do not have HIV.
