Modestly low testosterone level may not be meaningful. More important indicators include secondary sex characteristics like pubic and other body hair, muscular development, voice (reflecting the size of the larynx), and more. If these have not matured normally and your penis is definitely smaller than normal, hormone replacement might be an option. See an endocrinologist. Good luck.
