Emergency?: Are you sure he is not having a stroke? Wouldn't it be better to get him to a physician immediately? I would not want to take that risk.

Numbness: This needs to be evaluated, could be a circulation problem, could be nerve impingement at neck and rarely could be a seizure disorder(partial seizure) could be other rare csuses too. See a neurologist or internal medicine doc.
