I've been told i have plantar flexor muscle weakness on both sides and i've never had an injury or surgery...what might cause this?

Without a diagnosis for muscle weakness I have never diagnosis plantar muscle weakness. An EMG would be required to make such a diagnosis. What is this muscle weakness causing? Why did you seek medical doctor? I am not convinced this an appropriate diagnosis.
