It is hard to say. "Bumps" is not much of a description to work from. There is a STD called genital warts that can start that way. Effective treatment is often best when started early before they grow out. If it is this you are in a contagious stage. It would be wise to get evaluated.

Need more specific information. Usually tender bumps are blisters around the pubic area outside of the vagina or entrance to the vagina are caused by an STD like herpes type one or type two. there are several other causes such as yeast infection or different type rashes. I recommend an in person exam by primary care physician or OB/GYN for specific diagnosis and treatment
