Why does the scrape on my nose skin still feel raw after 1 year? is it still healing if the skin feels irritated?

The answer depends on how severe the scrape was a year ago and also whether it was or is infected. Dose your nose still have a scab or is there just a scar there now? Is the surrounding skin pink or red? That might indicate irritation or infection. If there is no scab, pink or redness and the scar just looks like a normal scar then it may just be normal itchiness from a scar.
