Temporarily effectiv: Most hair removers either chemical or electrical are temporary. For the most effective hair removal you may want to try laser. The black spots you are seeing is from shaving. Known as stubble it is seen due to the base of the hair shaft being thicker. The darker the hair the more obvious it is. As with all hair removers there are side effects. Which ones are you willing to live with?
