In early phase, iron deficiency does not cause anemia yet because the normal range of Hb is relatively high so you aren't diagnosed anemia yet. For female, normal Hb range is 12-14 so if your Hb was 13.5 last year and you have had iron deficiency in the mean time and now your Hb is 12.5 so you're now not anemic yet but in reality anemia has been developing and in time, frank anemia will occur.
