I guess we can rule out trauma or overuse from workouts. Vein causes would involve the calves & not shins. I've seen this symptom of the front of the lower legs aching while lying in bed. If there's no swelling,discoloration, tenderness or increased pain on motion,I attribute this symptom to the day's activities at work or around the house or it may be a variant of the restless leg syndrome.
