For newly acquired HSV, this is possible. Once infected for 3 months, the blood test is positive for life. It does not go back and forth from negative to positive during outbreaks. If you think you acquired HSV over 3 months ago, a negative blood test suggests you do not have herpes and it is not the cause of your "outbreak". However some people with HSV1 never have positive blood tests.

If the test for antibodies to herpes and it was negative, you do not have herpes. Folliculitis can produce painful white bumps. If the symptoms are getting worse, see a doctor to ascertain if antibiotic treatment may be needed. Wish you good health!
