I don't ascribe an inflamed clitoris as manifested by redness and tenderness to hormonal changes during menstrual cycle. Has there been trauma to your vulva? If this is cellulitis (a bacterial infection) treatment would be warm wet compresses and oral antibiotics. A physician or gynecologist should examine you.
