I have been diagnosed with emphysema one month ago. ( my urticaria and asthma actually caused emphysema according to the doctor) and emphysema patient has higher risk of getting lung cancer. should i do cancer test every year?

I can see the urticaria and asthma as symptoms of the same underlying "allergic" genetic pattern. I wouldn't describe them as causing the other, just being part of the same collection of disorders. I don't see any evidence that they cause cancer. I would wonder if you had a gene defect leading to alpha-1-antitrypsin deficiency if you have emphysema at your age.
