I think it's called the soft pallet. the skin flaps that attach to the tongue, when you stick your tongue out it moves too. can you strain that when you cough? i was eating and started coughing and now i have a small bump in this area?

If you are referring to the underside of the tongue, the frenulum can get injured from rubbing against the teeth. Give it time, it will heal on its own.
