I do not think a strong neck has any protective effect from a direct blow to the skull.

It is very difficult to strengthen the neck, and this would provide very minimal protection against trauma affecting the skull and brain. In MMA or boxing, certain blows will cause a concussion, and repetitive head injuries can lead to chronic post-traumatic encephalopathy.
