Can one have an abscess without it being an infection?

By definition an abscess is an infection. A person can develop a cyst, which can look and have a similar feel and that not be an infection. Cysts can and occasionally do become infected.

Yes, a chemical insult can result in a sterile abscess. Such abscess can form following steroid and hyaluronic acid injections that are part of normal treatments.
