Is it possible for an inherited chromosomal duplication to have a positive effect (e.g. advanced development) in a parent but a negative effect (e.g. delayed development) in their child? or are the effects only either neutral or negative?

Your use of the term inherited is itself a misunderstanding. It was not present in the parents, but was acquired as the egg or sperm were formed during those complex events. Neither parent gave it to the child, it was an error in the material used to transmit genetic material.
