Numbness over medial knee just distal to patella over the proximal tibia extending laterally just to margins of popliteal fossa. hyperreflexia all tendon groups 2-3 beats of ankle clonus b/l. normal brain mri and normal emg. thoughts?

In the absence of traumatic injury, this condition is clearly not "normal", and you should obtain a referral to a university trained neurologist at Mary Hitchcock hospital (Dartmouth) for an evaluation.
