It depends upon whether the woman has ever been sexually active or had previous children. Both the vagina and anus are circumscribed by a muscle or sphincter that can open or constrict. Generally the anus is "tighter" but if the woman has never been sexually active and is "fearful" than vaginismus can occur making the vaginal muscles "impassable" without pain or tearing.
