Pearly penile papules are normal and do not cause problems like you describe; something else explains his symptoms. He should see a doctor, ideally a urologist. Good luck.

This is a wrong assumption. If he gets an erection and can have sex he has sensation on the penis. If there is still doubt have him see a neurologist or Urologist. P papules have nothing to do with sensation in the penis.
