Sleep disorder?: Non restorative sleep is relatively common. The fact that you are not rested suggests a sleep condition of some sort most likely restless leg syndrome/periodic limb movement disorder, apnea, chronic initial insomnia, or rem-related problem of some sort. Before thorough sleep study consider evaluating all your meds as for cause and pursue medical evaluation. A number of safe/effective treatments.

Sleep specialist: It can be hard to live a full and happy life if you cannot sleep well. There are simple things you could do like try not to have any coffee after, say, 2p. Try to stick to a regular sleep schedule, even on the weekends. And put down/turn off the visual electronics in the evenings. If basic changes do not help, there are physicians who specialize in sleep medicine who you could go see.
