Kissing is an ultimate germ spreading event. If you are ill or shedding a virus/germ of any type you will transfer it to your contact this way. Most such germs are common to the mouths of people, so no illness results. Brushing likely makes little difference. So, if you are not ill, don't worry about it.

Transmission rate is the same no matter your bacterial load. However, not brushing is gross and causes you personal harm (cavities/gum disease). Brushing for 2 full minutes twice daily reduces bacterial overload by about 65%. Flossing reduces the other 35%. You do the math. Do you want health or disease? Not brushing AND flossing is playing Russian roulette.
