Is it bad or common to be low in white blood cells, can you do anything for it or are there any side effects?

Depends: Depends upon how low and what your WBC counts have been in the past. 50% of people are below "normal" yet their numbers are normal for them. If you have no history of infections or a progressive decrease in your counts I do not see any reason to worry.
