Whats the best way to treat hair loss / receding hairline in a teenager. with already trying hair regrow rollers, biotin, some shampoos? symptoms are receding hairline, thinning hair with a itchy / flaky irritated scalp?

Sounds like you have seborrheic dermatitis along with possibly an early onset male pattern hair loss. Certain salicylic acid shampoos along with a 2% ketoconazole shampoo should help. There is a topical minoxidil { Rogaine} for the hair loss and an oral prescription, Propecia, that might be beneficial. See your dermatologist for additional confirmation/advice.
