These are descriptive terms. In an uncircumcised male the outer foreskin is the outside skin that covers the end of the penis when the glans is not exposed. The inside foreskin is in direct contact with the glans. They are the same layer, just described in the context of their location.

Pull your foreskin forward to cover the head of your penis. The portion of the skin outside is outer and its inner part covering the penis is the inner part.
