Anytime you are concerned about your health you should have a provider do a good history and exam, since limited info like this does not allow an adequate answer to be given. Twitching makes me think if fasciculations, which are muscle twitches that can be normal but can be other things. If your neck and left arm are both involved you could have some nerve irritation. Best to see someone.Good luck

It is not feasible to provide a meaningful opinion without additional history, physical examination and may be some tests. Your symptoms are likely to be muscular but it would be prudent to see a doctor. Wish you good health!
