Maybe. Some sources cite 20 is the age beyond which no further growth is expected, but most stop before then. If you have been evaluated by an expert, the Urologist, & they say you are normal, you likely are.

At about your age the Penis has grown as much as it will grow. If your MD says it s normal don't worry everything is OK
