Is your daughter overweight? If she is, that is what you have to address seriously now. If not you may still need to draw the attention of your pediatrician so your daughter could be checked for abnormality of endocrine organs.

Her skin changes are suggestive of acanthosis nigricans that usually reflects insulin resistance among other conditions. Having her examined by her pediatrician would be recommended.
