Is using a juul or nicotine product such as cessation products bad for a 21 year old because thats the legal age. but they say that brain development stops at 25. so how is it legal to use nicotine at 21?

Nicotine in any form is shown to have a higher rate of addiction when used before full brain development. Legality is based on what legislators choose to make it, whether it is medically/developmentally advisable or not. It is legal for you to jump off a cliff as an adult but not advisable. The idea is if you know it is bad for you a thinking adult would avoid it.
