This is hard to speculate. We suspect as many as 1/20 never develop protective antibody levels. You can develop T-cell immunity that triggers a protective response that does not show up in antibody tests. We have not had the vaccine in use long enough to know how much variation in antibody levels occur and at what levels. If your in a risk group just get a booster.
