I have a vitamin d level of 28 and a path of 17 with calcium levels that have been anywhere between 10.1 and 11.5 in the past few years. do i need to see an endocrinologist?

See your regular doctor who should handle this. Discuss vitamin D supplements and aim for 50-70 ng/ ml. Also address calcium concerns

Vitamin D level of 28, PTH of 17 and Ca has been on the high normal to mild to moderately high. You do not have primary hyperparathyroidism or vitamin D toxicity as the cause of your calcium issue. If Ca level is slowly increasing (10.2 last year & 11.5 now), you need further work up. If Ca level has been fluctuated, nothing is serious. However, endocrinology or renal consult is still recommended.

Your parathyroid hormone level is within normal limits and primary hyperparathyroidism is unlikely as a cause of your elevated serum calcium. Other causes of elevated serum calcium include some malignancies,multiple myeloma,hyperparathyroidism with inappropriate PTH. I do recommend consulting an endocrinologist to evaluate, advise and follow you. Appropriate testing will be done.
