Bone spurs are seen around arthritic joints. If there is arthritis in the knee especially arthritis between the knee and thigh bone it is not uncommon for bone Spurs to form. Arthritis is the wear of cartilage on joint surface

Spurring of the patella, as opposed to spurring in the knee joint, is usually due to chronic patellar tendinosis. It is of no consequence unless there is pain associated. If there is pain at the site of the spur, this is very treatable with physical therapy. You might consider seeing a PM&R specialist to direct and order the proper therapy.
