Spurring of the patella, as opposed to spurring in the knee joint, is usually due to chronic patellar tendinosis. It is of no consequence unless there is pain associated. If there is pain at the site of the spur, this is very treatable with physical therapy. You might consider seeing a PM&R specialist to direct and order the proper therapy.
