What you described is more suggestive of bronchitis and one can occur without fever. You may try steam/vapor inhalation to loosen the phlegm and help in clearing the airways.

COVID-19 may present without fever. A screening test is recommended. if you have congestion, nasal saline may be indicated. A flu vaccine is recommended. If the cough persists more than 3 weeks, is worsening, please see your physician.
