Does treatment of bile duct obstruction always require a stent 2 b placed in bile duct?do those stents always require to be replaced after every few months for whole life?or can they b permanently removed after having them placed after some years?

It depends on the cause of obstruction. Obstruction by a stone may not require a stent. Obstruction due to as stricture/scarring may require a stent and replacement may or may not be needed. You doctor would evaluate these issues in the context of your health. Wish you good health!
