Nasal congestion: At that age, numerous factors can make the nose runny and congested, frequent viral infections, teething, indoor allergies to dust and pets but unlikely seasonal outdoor allergies. If the symptom persists, consult an allergist.

Not teething: Could be seasonal allergy (allergic rhinitis) or viral ...Regardless it is not a serious problem.

Probably not: Probably allergies or cold. If your child has not yet seen a dentist (preferably a pediatric dental specialist) you're overdue. Although most general dentists say wait until2-3, that's late for developmental evaluation which is part of a pediatric dental specialists training during their post-dental school residency.
