Your child's pediatrician should examine him/her. If the bumps are very itchy an allergic reaction is a probable cause. Another possibility is a viral infection called molluscum contagiosm which can occur in a 1 year old and may take months to go away. You may be referred to a dermatologist for verification of the diagnosis and for advice.

There are several possibilities, so best to see his pediatrician to be properly diagnosed. Chickenpox is one possibility especially if he hasn’t been vaccinated yet. Another is an allergic reaction or molluscum as has been mentioned here already. There are also other viral rashes that are possible.
