My dr tested my hormones level a week before my next period. i read that day 3 of cycle is when you should test. my tests came back normal. does testing time makes a difference in results? (ttc but been having abnormal periods)?

Hormone levels prior to a menstrual period should confirm both estrogen, progesterone and FSH levels. If all are "normal", and periods are "abnormal", consult an infertility physician to see if ovulation induction might be necessary, which will allow for more precise identification of ovulation time and fertility interval. Your partner needs a semen analysis by a urologist, as well.
