When someone has to strain to defecate but also has to run to the bathroom with a brief watery stool followed by more straining every time they eat or drink something, does that sound like fecal impaction?

Yes, we see patients with fecal impaction who leak watery material around the solidly impacted fecal material. Fecal impaction is quite uncomfortable. If you think you're impacted, get examined by a physician as, in my experience, manual disimpaction is the only effective treatment if you are truly impacted.
