Nano-hydroxyapatite toothpastes remineralize enamel, whereas fluoride helps prevent demineralization. I would rather you try to prevent caries in the first place than try to reverse the process. That being said, fastidious home care with both products should provide you with a lifetime of healthy teeth.

Hydroxyapatite is absorbed by the teeth and fills the enamel fissures caused by demineralization. The most widely studied type of hydroxyapatite is nano-hydroxyapatite. Toothpaste that contains nano-hydroxyapatite has particle sizes between 20-80 nanometers (nm). Because of its small size, it can insert into really small spaces, which leads to better benefits.

These are two different thing with different mechanisms of action and one does not replace the other, nor is one better than the other.
