Bulbar refers to the 9th through the 12th cranial nerves, which do originate in the medulla oblongata. Bulbar region refers to the brain stem functions affecting muscles needed for swallowing, speaking, chewing. So, in general semantics, not true synonyms, but close enough for understanding.
