A physician would have to inspect it for diagnosis and advice. It could be a lipoma , an ingrown hair, early pustule or inclusion cyst. It may not be infected if there's no surrounding redness, pus formation, pain or marked tenderness. You might try applying warm compresses to see if the minor irritation subsides. See an MD as needed.

A common area to get a small Cyst - nothing to worry about - Due to friction they often get irritated . Easy to remove under local anesthetic if needed .
