The penis is a very circulation dependent organ. Blood vessels and capillaries supply the organ with an influx of blood during erection and drain away that same blood when flaccid. Because of its highly vascularized surface, any slight pressure can cause the constriction of the capillaries resulting in a pale appearance. Any slight deviations of the penis due to shape/scar tissue can cause this.
