Can't feel them: A woman can't feel her fallopian tubes because they are way down in the pelvis next between her ovaries and uterus. If there are unusual sensations, she should see her ob-gyn doctor to check things out. The doctor may be able to feel the tubes during a pelvic exam.

You wouldn't know: Once you undergo tubal ligation sterilization the tubes don't "come loose." if there is a microscopic opening somewhere or the tubes healed up and remain open you would have no symptoms.
