I have been noticing small bumps on my penis when i'm erect! its a bit concerning but i'm unsure how to ask my physician to examine my erect penis! how should i approach him with my concerns?

Exactly the same way as you did here. Please tell your concern clearly and let doctor decide regarding examination and management. At times, disease can be diagnosed by the company it keeps and you may be treated with or without examination of erect penis. Hope it helps.

Pearly penile papules, ring of small skin colored bumps around head of penis just beyond the circumferential groove are normal and nothing to be concerned about. You can always take close-up picture of your penis, when erect, and show it to your Dr. if you do not think problem is pearly pink paules.
